Judicial Branch Capital Program Office
William J. Guerin, director of the Judicial Branch Capital Program Office, joined the AOC on July 1, 2013. He brings to his new role more than 30 years of public building leadership experience, primarily at the federal General Services Administration (GSA) where he was responsible for the operational oversight of GSA's entire construction program, more than $1 billion annually. During much of his GSA career, he focused on managing the federal court construction program, which totaled over $7.6 billion invested in over 80 projects over 15 years. For many years, he served as the principal national contact for federal judges and court executives as clients, and with the federal Administrative Office of the Courts, as well as federal, state, and local officials as stakeholders. He led the GSA's program management office responsible for expenditure of $5.5 billion in construction funding for a broad range of new construction and green building improvements in more than 500 projects under the American Recovery and Reinvestment Act.
Mr. Guerin is a registered architect in California; he holds an MBA in Real Estate and Finance from Golden Gate University in San Francisco and a bachelor's degree in Architecture from U.C. Berkeley.
Kelly Quinn serves as assistant division director for the office's business and planning team. She joined the AOC's Office of Court Construction and Management in 2004 as senior manager of planning. Before that, she had worked as a consultant with the AOC on master plans and statewide capital planning beginning in 2001. For 13 years prior, she worked for the Commonwealth of Massachusetts’ real estate development agency and was responsible for planning a $1.4 billion capital improvement program for the Massachusetts’ trial and appellate courts. Raised in California, Ms. Quinn earned her undergraduate degree in urban studies from UCLA and her master’s degree in city planning from MIT.
Office of Real Estate and Facilities Management
Burt Hirschfeld, assistant division director, leads the Office of Real Estate and Facilities Management. Before joining the AOC in 2004, Mr. Hirschfeld was the West Coast director of asset management for DRA Advisors LLC, a New York-based real estate investment firm. Previously, he held positions in corporate real estate, first as a transaction and project manager for Liberty Mutual Insurance Group, then in a strategic planning role for American Express and the Trammell Crow Company. Mr. Hirschfeld holds a degree in international relations from San Francisco State University and a master of corporate real estate certification from the Institute of Corporate Real Estate.
