Question: Regarding the Course Requirements: Will the course material be provided for the course topics? Will we need to build the course material and place it in the LMS for you? Please provide more details on this.

Answer: We are looking for prepackaged course content on compliance topics such as sexual harassment, drug free workplace, workplace safety, diversity, ergonomics, and use of personal protective equipment. For these topics, we need to be able to add information regarding internal policy and procedure. In addition, we are also looking for prepackaged courses that address general skills such as negotiation skills, customer service, dealing with difficult people, speaking, and leadership. The topics mentioned are just a small sample of the online courses we use most often. We are looking for a vendor that can provide the content rather than developing it in-house and using the vendor for hosting services.

Questions: Please elaborate on the following statements:

Pricing proposal for costs on a per use basis, based on 2000 uses/launches per contract term.

Answer: We would like to look at per launch (completed online training session) pricing rather than a subscription rate since the online courses that an employee takes have historically been assigned.  We have a two-year compliance training cycle, and historically far less online classes are taken in the first year of the cycle compared to the second year. 

Price per additional uses in excess of the 2000 uses/launches included in the three year contract term.

Answer: Occasionally, we have the need to assign additional compliance classes to employees to meet policy requirements.  When this has happened in the past, it resulted in the use of launches in excess of the 2000 originally contracted. We asked this question to establish the cost of each additional launch in excess of the original contract should a similar situation occur.


The Judicial Council of California, Administrative Office of the Courts seeks a Commercial-Off-The-Shelf E-Learning (web-based learning, computer-based learning and, virtual education opportunities) system for use by approximately 750 employees. The system must allow desktop access for each user in a web-based mode. The AOC uses online learning to deliver compliance, safety, and professional and personal development content to its employees. The purpose of this Request for Proposals (RFP) is to solicit and award a contract. This RFP is the means for prospective contractors/vendors to submit their qualifications and request selection as the contractor/vendor.

Questions regarding this RFP should be directed to Solicitations@jud.ca.gov by September 18, 2013 no later than 1:00 P.M. Pacific Time.

Proposals must be received by October 23, 2013 no later than 1:00 P.M. Pacific Time.
