Division Eight: JUSTICE MADELEINE FLIER

Justice Madeleine FlierMadeleine Flier has been an Association Justice of Court of Appeal since September 2003. Since her appointment, she has authored more than 1,000 opinions on all areas of the law.

Justice Flier has a long history of public service. She began her legal career in 1968 as a prosecutor in the Los Angeles City Attorney’s Office, where she rose to become the first woman Assistant City Attorney. During her career in the City Attorney’s Office, she tried numerous criminal cases and also represented the City in defendant criminal convictions on appeal. In 1974, she was promoted to Chief of the Special Prosecution Division, where she supervised four departments: Consumer Protection, Environmental Protection, Election Code Compliance and Special Trials. For three years she was legal counsel to the Board of Administration of the Los Angeles Department of Water and Power’s Retirement Plan, where she dealt with pensions and benefits.

Justice Flier was appointed to the Los Angeles Municipal court in 1977 and was elevated to the Superior Court three years later. During the 26 years she served at the trial court, Justice Flier dealt with a wide range of cases, including criminal and civil trials, juvenile dependency and delinquency, law and motion, proceedings seeking the court’s assistance in protecting abused and neglected children, and adoption cases.

As a long time member of the Board of the Los Angeles County Law Library, she worked to improve library service to both lawyers and the general public. She was appointed by the Chief Justice of the California Supreme Court to serve on the Commission on Judicial Performance, the ethical watchdog and disciplinary agency for judges in the state. She is a member of the National Association of Women Judges and serves on the Second District Court of Appeal as a member of the Personnel Committee.

Justice Flier grew up and still resides in Los Angeles. She and her husband have three children and four grandchildren. She enjoys reading biographies, golfing, and spending time with her family.
