California Courts Digital Services and Self Help Redesign
In an effort to improve the delivery of online services to self-represented litigants (SRLs) as well as all other court users throughout California, the Judicial Council is undertaking the design, development, and deployment of a new statewide SRL web portal. The initiative also includes the modernization of the Judicial Council’s web content management system (WCMS). The goal of this project is to create and deliver new digital services to better assist those who choose to file cases without legal representation and to increase access to justice over all.
Respondents may respond to one or more of the RFPs associated with this initiative. Please note that RFPs must be completed individually, even if a single proposer wishes to respond to more than one of the three RFPs in this solicitation.

Response to Proposer Questions
The Judicial Council of California (JCC), chaired by the Chief Justice of California, is the chief policy making agency of the California judicial system. The California Constitution directs the council to improve the administration of justice by surveying judicial business, recommending improvements to the courts, and making recommendations annually to the Governor and the Legislature. The council also adopts rules for court administration, practice, and procedure, and performs other functions prescribed by law. The JCC is the staff agency for the council and assists both the council and its chair in performing their duties.
The Judicial Council of California maintains several internal and external-facing Web properties, including a password-protected extranet site, judicial partner sites, trial court sites, and the California Courts website. Our California Courts website receives more than a million visitors a month and includes the state’s largest collection of free legal self-help information; more than 1,300 fillable Judicial Council legal forms available for download, and hosts appellate court web properties, including the Supreme Court, Courts of Appeal, and their respective case information and legal opinions.
The Judicial Council seeks a qualified vendor with professional design skills to design and deliver a visual design system and pattern library that is fast, accessible, mobile-friendly, and backed by user research.
