Court Case Management System RFP

The California Administrative Office of the Courts (AOC) is seeking proposals for the specific analysis, design, architecture, and development of a general civil, small claims and probate case management system, with subsequent deployment of this system to the four SCOC courts - Los Angeles, Orange, San Diego and Ventura. The system should be based on an overall case management system architecture and set of enterprise components, extensible to all Civil and Criminal case types, including juvenile dependency and adoptions, juvenile delinquency, juvenile informal and traffic, family law, mental health, criminal and traffic. This is the first of multiple initiatives to replace many existing case management systems with a single, comprehensive, flexible, extensible, and scalable case management system; therefore it is anticipated that subsequent RFPs will be issued for the design, development and deployment of a system addressing the remaining case types.

The primary focus of Vendor activities will be:

  • Working with the Courts to design processes appropriate for general civil, small claims, and probate case types
  • Developing an enterprise application for addressing these three case types, along with enterprise architecture components such as imaging, security, workflow, and application integration
  • Configuring the application to support local requirements
  • Deploying the application to Los Angeles, Orange, San Diego and Ventura court facilities

Additional tasks involved in migrating from multiple systems and platforms, such as establishing an enterprise architecture, converting data, transitioning/ sunsetting existing legacy systems, and training of operations and technology personnel, are also anticipated.

This will be a two-phase procurement. The AOC intends to select one or more Vendors for Phase One, each of which will be awarded a contract in the form of a professional services agreement ("the Phase One Contract"). The work scope of each Phase One Contract will include a deliverable to develop a detailed statement of work, specifications and schedule (collectively, the "SOW") for Phase Two performance, establish prices for the Phase Two work and negotiate a Phase Two Contract. The AOC intends to select one of the Vendors for performance of Phase Two, by executing the Phase Two Contract that has been negotiated with that Vendor.
