Electronic Filing Application Development

This Request for Proposals was issued on May 13, 2003, to solicit proposals to develop software applications or enhancements to existing applications conforming to California's Second Generation Electronic Filing Specifications (2GEFS).

The 2GEFS project is organized by the California Administrative Office of the Courts under the auspices of its California Electronic Filing Technical Standards (CEFTS) program. It is chartered to create an enhanced, coherent set of XML Schema and related specifications for court electronic filing and case management systems, using as a basis implementation experience and knowledge gained over the past several years. Phase 1 of the project is producing specifications for the exchange of court filing documents, querying court records, court policies as they relate to electronic filing, and a standard means of programmatic interaction with court case management systems.

The AOC seeks the services of developers with expertise in (1) electronic filing applications, (2) 2GEFS requirements and draft specifications documents, and/or (3) case management systems used by California courts. Proposals for Electronic Filing Manager applications, case management system Application Program Interfaces, and other electronic filing applications that can be delivered for 2GEFS Phase 2 interoperability tests (presently scheduled for August 2003 to February 2004) are invited.

A written response and an electronic copy are required. Written responses should be sent by registered or certified mail, or hand-delivered. Electronic responses must be sent in a PDF format. Bidders may send an advance copy of a response by facsimile at the facsimile number listed below. However, sending a facsimile copy does not satisfy all response requirements. All responses must be received by the Administrative Office of the Courts by 5 p.m., Pacific Daylight Time, on May 30, 2003.
