Legal Services Regarding Implementation of the Trial Court Facilities Act of 2002

This Request for Proposals ("RFP") is issued January 14, 2003 to identify qualified legal counsel to assist the Administrative Office of the Courts ("AOC") in the implementation of the Trial Court Facilities Act of 2002 (SB 1732).

Under SB 1732, the Judicial Council and the AOC have new duties to acquire, manage and operate court facilities for the State of California. This RFP is issued to identify qualified legal counsel to assist with: (1) the transfer of responsibility for court facilities from the counties to the judicial branch by providing advice, negotiating and documenting interagency agreements, and performing due diligence investigations with respect to court facilities-related transactions statewide; (2) on-going requirements involving facilities acquisition and development, design and construction contracting and construction management policies and procedures; and (3) periodic special projects such as issuance of bonded indebtedness to finance judicial branch facilities work.

The proposal should indicate which services counsel proposes to perform and, if counsel's proposal has geographic or other limitations on some or all of the services offered, these limitations should be clearly described. The AOC may select, from the responses to this Request for Proposals and from other sources, counsel qualified to provide assistance to the AOC and the trial courts. Counsel may be selected from different geographical areas of the State.

Although there is no single deadline to respond to this RFP, counsel are asked to submit proposals by January 31, 2003. The need for services is present and ongoing, and the AOC will review other proposals as submitted.

Only written responses will be accepted. Responses should be sent by registered mail, certified mail, or hand delivered. Counsel may send the AOC an advance copy by facsimile at the fax number listed below. However, sending an advance copy by fax does not satisfy certain requirements.
