Trial Court Accounting Support Services

Historically, financial management services for the trial courts have been provided by the 58 counties in California. The recent passage of legislation shifted the funding responsibility for the trial courts from the counties to the State of California and gave the Judicial Council and AOC responsibility for the financial oversight of the trial courts. Over the past three years, the AOC has developed a multi-phase plan to improve trial court accounting and financial management practices to generate more consistent, accurate and timely financial information. To date, the plan has included the development of the Trial Court Financial Policies and Procedures Manual and the selection and implementation of a new, state-wide Enterprise Resource Planning (ERP) system. The AOC has implemented the ERP system (Court Accounting and Reporting System or CARS) in one trial court and is rolling out CARS to the remaining 57 trial courts over the next 5 years. As a part of the CARS rollout and implementation, the AOC will assist each court by implementing a three-stage approach comprised of: Stage I - Agreed Upon Procedures Review; Stage II - Accounting Preparation and Readiness; and Stage III - CARS Implementation. The accounting support services requested in this RFP will support Stage II.

A Request for Proposal (RFP) was issued on May 23, 2003 to assist the AOC in providing accounting support services for the trial courts of California. By this RFP, the AOC seeks proposals from accounting firms with proven public sector experience in (1) assessing and implementing change management for accounting and financial management practices, procedures and organizational requirements and (2) working with Tier 1 ERP programs. Vendors may propose one to four, four member Accounting Preparation Teams (APTs) in response to this RFP.
