Mark Dusman Biography

Mark W. Dusman is the Judicial Council’s acting Chief Administrative Officer. He also serves as the Director/Chief Information Officer, Judicial Council Information Technology. He has been employed by the Judicial Council since 1996. Prior to joining the agency, Mr. Dusman was an assistant vice-president and systems group manager for Wells Fargo Bank.

In his leadership role, Mark guides a team to define Information Technology strategy, make tactical and enterprise technical decisions to meet the goals of the Judicial Council, and direct the Information Technology charter in providing computer-based applications services. The Information Technology organization is responsible for the development, acquisition, and support of automated solutions in the statewide court system and the Judicial Council. Information Technology serves customers in the 58 superior courts, Courts of Appeal and Supreme Court; Judicial Council staff; Habeas Corpus Resource Center and Commission on Judicial Performance; justice partners, members of the Bar, and the public. IT staff also provide support and resources to the Judicial Council Technology Committee, which oversees Judicial Council policies in partnership with the courts, and to the Information Technology Advisory Committee, which makes recommendations to the council for improving the administration of justice through the use of technology, and for fostering cooperative endeavors to resolve common technological issues with other stakeholders in the justice system.

Mark holds a bachelor’s degree in finance from the University of Maryland at College Park and an M.B.A in corporate finance from San Diego State University.  Mark is a member of the California Information Technology Council, a group comprised of representatives from state agencies that make recommendations to the State Chief Information Officer. As a member of the Oracle Fusion Middleware Strategy Council, he also provides strategic input to executives in the IT industry.
