The new five-story courthouse, to be located in Dublin on a site bounded by Gleason Drive, Broder Boulevard, Arnold Road, and Madigan Drive, will connect to a two-story county building containing offices for the District Attorney, Public Defender, and Probation Department. The two buildings are joined by a common entry, lobby, and elevator atrium.
The county is financing and managing the project and donated the land for the site. The state and the Superior Court of Alameda County are contributing to the project's funding. The state is contributing approximately $110 million toward the project from a variety of funding sources, including a one-time contribution of $50 million from SB 1407.
The buildings will be designed to achieve LEED Silver Certification by the U.S. Green Building Council. Construction began in third quarter 2015.
California Environmental Quality Act (CEQA) Compliance
The County of Alameda was the lead agency for preparation of the environmental impact report to comply with CEQA. In 2003, the County prepared the environmental impact report (EIR) for the Juvenile Justice Facility and East County Hall of Justice (State Clearing House No. 2002012080), which included the courthouse project.
January–March 2003: Draft environmental impact report (EIR) for the Juvenile Justice Facility and East County Hall of Justice was circulated for public review and comment. The draft EIR evaluated the potential environmental impacts of the proposed project and recommended mitigation measures.
February 19 and 20, 2003: Public meetings were held on the draft EIR.
May 6, 2003: A Final EIR was completed and certified by the County of Alameda, including adoption of Findings and Overriding Considerations.
December 8, 2009: The County of Alameda recertified the EIR and certified an addendum to the EIR which included the courthouse project and an updated Mitigated Monitoring and Reporting Program.
July 22, 2010: The Judicial Council, as a Responsible Agency, filed a Notice of Determination, approving the project and adopting the existing EIR, thereby completing the CEQA process.

What is the current status of the project?
The new East County Hall of Justice in Dublin is currently in the construction phase, with an expected construction completion date in fourth quarter FY 2016-2017. This schedule is subject to change.
Why does East Alameda County need a new hall of justice?
The Superior Court of Alameda County provides criminal court services from the leased Gale-Schenone Hall of Justice and other court facilities throughout Alameda County. Located in a commercial office park in Pleasanton, the Gale-Schenone Hall of Justice hosts a limited criminal calendar due to physical and security limitations, therefore other county courthouses handle the high-security cases. The court’s space in Pleasanton is overcrowded, and has significant seismic, physical, accessibility, and efficiency problems that hinder the court’s ability to provide adequate access to justice to east Alameda County residents. What is the plan for the new courthouse?
The new East County Hall of Justice in Dublin will include 13 criminal courtrooms in approximately 149,000 square feet. The new five-story facility will replace six courtrooms in the Gale-Schenone Hall of Justice and seven courtrooms formerly located in the leased Allen E. Broussard Courthouse, vacated in 2007 due to severe water damage. As part of a planned justice complex, the courthouse will connect to a new two-story County facility, via a common entrance and lobby area, which will house offices for the District Attorney, Public Defender, and the County’s Probation Department. The new hall of justice will provide appropriately sized courtrooms, jury deliberation rooms, attorney/client conference rooms, and ADA accessibility. Enhanced security features will include adequate entrance screening of all court users, a separate circulation for the public, staff, and those in custody, a secure sallyport, adequately sized in-custody holding, and improved fire and life safety measures. The new hall of justice will greatly improve access to justice to the growing population of east Alameda County.
What will happen to the court’s current hall of justice when the new courthouse is completed?
After the new courthouse is completed and the court vacates the Gale-Schenone Hall of Justice, the lease on the facility will be terminated.
Where will the new courthouse be located?
The new hall of justice will be located in Dublin on Gleason Drive between Madigan Drive and Arnold Road, across the street from the County’s Santa Rita jail.
How are the county and state working together on the project?
The project is the result of extensive planning, initiated in 2001 by the County, Superior Court, and the Judicial Council to develop a state-of-the-art justice campus serving Alameda County residents. The project is being managed by Alameda County, with the Judicial Council and the Alameda Superior Court having review and approval authority. Once completed, the Judicial Council will own the new courthouse.
How is the new courthouse being funded?
Alameda County, the Alameda Superior Court, and the Judicial Council are working together to fund the new courthouse. The judicial branch is contributing approximately $122 million toward the $147.5 million project from a variety of funding sources, including $50 million from funding established by Senate Bill 1407. The County donated the land for the site and used local courthouse construction monies to fund the design and pre-construction phases. The Alameda Superior Court is contributing $60.8 million for the project, approximately $21 million from accumulated civil assessments the court saved over a 10-year period. Alameda County is paying all costs associated with the two-story County building.
When will the new courthouse be completed and operational?
Construction on the new courthouse began in third quarter FY 2015-2016; the courthouse is scheduled for completion in fourth quarter FY 2016-2017. This schedule is subject to change.
