Judge Rubin was sworn in as a judge in January 2007. He has been a member of the California Judges Association (CJA) board of directors since 2009, and served as CJA’s president for the 2011–2012 term. As president of the CJA, he served as an advisory member of the Judicial Council and was a member of the council’s Policy Coordination and Liaison Committee. He is also a current member of the Bench Bar Coalition and participated in the council’s Executive and Planning Committee review of the Strategic Evaluation Committee’s report on the AOC.

Prior to joining the bench, Judge Rubin was a prosecutor for 20 years with the San Diego County District Attorney’s Office. He served as assistant chief of the North County Branch office from 1998 to 2002. In 2011, Judge Rubin received the Outstanding Service to the Community Award, presented by the Tom Homann LGBT Law Association. In 2006, he was honored with the Prosecutor of the Year Award, and he received the Outstanding Service by Public Attorney Award in 2001, presented by the San Diego County Bar Association. He is married to San Diego attorney Todd Stevens.

LIAISON Reports

As part of the Judicial Council’s efforts to increase communication and transparency and promote accountability, council members serve as liaisons to the 58 trial courts and to the major service units of the Judicial Council staff. Members with updates present their reports at Judicial Council meetings, bringing fresh perspectives on the issues and challenges facing the judicial branch.
