Old Solano Courthouse Dedication
The Superior Court of Solano County celebrated the grand opening of the newly renovated Old Solano Courthouse in Fairfield. The renovation includes three civil courtrooms and a jury assembly room, along with complete mechanical, electrical, and seismic upgrades. Throughout the renovation process, great care was taken to restore the court’s historic features. The Old Solano Courthouse is the first SB 1407 project to be completed. The Reporter, Daily Republic

Groundbreaking for new Alameda Courthouse
The Superior Court of Alameda County celebrated a groundbreaking for the new East County Hall of Justice in Dublin. The new courthouse will replace leased facilities in Pleasanton and Oakland with a modern five-story, 148,000 square-foot facility. An adjacent county building—which houses the county’s public attorney and other law partners—will connect with the new building by a shared lobby and atrium. Council Adopts Capital Outlay Plan for FY 2015-2016
The Judicial Council adopted the Judicial Branch Five-Year Infrastructure Plan for Fiscal Year 2015-2016. Each year, after council approval, an updated five-year plan is submitted to the state Department of Finance as part of the funding request package for the upcoming fiscal year. The judicial branch's courthouse construction program currently includes 30 trial court capital projects in various stages of completion, as well as 11 indefinitely delayed projects and a Trial Court Capital-Outlay Plan of 100 projects--new construction, additions, and major renovations--for which funding is still required.

New Siskiyou County Courthouse Design Approved
The State Public Works Board approved preliminary plans for the New Siskiyou County Courthouse in Yreka. The project moves into working drawings and will replace the original 1857 courthouse and numerous additions, which have significant security, safety, and accessibility issues, with a modern, five-courtroom courthouse.

Judicial Council Approves Two Facilities Recommendations
The Judicial Council approved a recommendation from its Trial Court Facility Modification Advisory Committee to allocate $65 million appropriated by the Legislature for trial court facility modifications, including critically needed and emergency projects. Planned facility modifications will continue to be deferred, however, due to lack of funding.

The council also approved a recommendation by its Court Facilities Advisory Committee to request legislation to use a $40 million, one-time cash allocation for court construction projects. The request includes $27 million for architectural design of the New Sacramento Criminal Courthouse. News Release

Council Approves Guide to Manage Courthouse Construction
On April 25, the Judicial Council approved the Judicial Branch Capital Program Management Manual, a set of uniform policies and procedures to guide strategic management of the branch’s courthouse construction program. The manual is a significant part of 137 recommendations made in an audit report of the capital program commissioned by the council and prepared by Pegasus Global Holdings. A major milestone in continuing implementation of the recommendations, the manual will help ensure uniform and accountable processes for desperately needed courthouse construction projects. State Completes Bond Sale for New Stockton Courthouse
On April 24, the California State Treasurer's Office completed the lease-revenue bond sale to finance construction of the new Stockton Courthouse in San Joaquin County. Construction of the new 30-courtroom, 310,443 square-foot facility is scheduled to begin in May and is expected to reach completion in fall 2016.

Advisory Committee Approves Site for New Modesto Courthouse
At a public meeting on March 12, the Court Facilities Advisory Committee voted unanimously to endorse a subcommittee directive to continue negotiations on a 10th Street property that will become the site for the New Modesto Courthouse for Stanislaus County. Prior to voting, the committee listened to nearly four hours of public comment about where the new courthouse should be located. News release

Judicial Council Update on New San Diego Courthouse
The Judicial Council received an update on the new San Diego Central Courthouse, the largest project in the judicial branch court construction program. With accepted subcontractor bids coming in approximately $3 million or 0.6% below the approved construction budget, the project now moves into construction and will replace three unsafe, inadequate, and overcrowded buildings. Anticipated completion date for the new 22-story, 71-courtroom courthouse facing Union Street is fall 2016.

Gov. Brown's Preliminary Budget Provides Funding for 15 Court Construction Projects
Gov. Brown released his proposed state budget for fiscal year 2014-2015. If passed, 15 court construction projects would receive funding to proceed, while others remain indefinitely delayed due to five years of deep cuts to construction funding. As noted in Chief Justice Tani G. Cantil-Sakauye’s Access 3D vision, physical access to justice requires safe, secure, and accessible courthouses.
