AOC and State Controller’s Office Initiate Training on Distribution of Revenues From Fines and Fees

Training will focus on recent statutory changes and guidance on the historically complex calculations for distributing court-related revenues

SAN FRANCISCO—As members of the Court-Ordered Debt Task Force, the Administrative Office of the Courts (AOC) and the State Controller’s Office (SCO) partnered to develop a regular training program for government entities—such as courts, cities, and counties—who collect and distribute court-related revenue.

The new Revenue Distribution Training Program starts in March and will identify resources available for determining distributions, review the 2012 statutory changes affecting distributions, and provide examples of distribution calculations.

“This training program is an important first step in educating the trial courts, cities, and counties on the new and proper procedures for distributing monies collected from fines and fees,” said Contra Costa Judge Mary Ann O’Malley, chair of the council’s Court-Ordered Debt Task Force. “We are extremely grateful for the partnership with the State Controller’s office. Working together, I am confident this program will be a success and look forward to streamlining the collections process in the future.”

“Protecting public dollars and ensuring they are distributed in an accurate and transparent way is critical to securing the public’s trust in government,” said William Ashby, Acting Chief Operating Officer for State Controller John Chiang. “This partnership will strengthen the complex accounting of public dollars that cross multiple levels of state and local agencies.”

With assistance from the AOC and the SCO, the task force will provide live training sessions in four separate regions of the state, as well as WebEx versions of the program. In the future, the task force wants to provide online training in other specialized subject areas, seeking input on their content from participants who regularly perform revenue calculations and manage distributions.
