New Clerk Named to the Fourth Appellate District

SAN DIEGO—Administrative Presiding Justice Judith McConnell today announced the appointment of Kevin J. Lane as the new clerk/administrator of the Court of Appeal, Fourth Appellate District. Formerly the court’s assistant clerk/administrator, Mr. Lane has been acting clerk administrator since February and succeeds former Clerk/Administrator Stephen M. Kelly. Mr. Lane’s appointment takes effect July 1.
“In February of this year, we lost our long-time Clerk Administrator Steve Kelly, who died suddenly at his home,” said Justice McConnell. “But we are fortunate to have Kevin Lane. His nine years of experience as assistant clerk/administrator and his intimate knowledge of the appellate court system made him an excellent choice to replace Steve.”
As clerk/administrator, Mr. Lane will serve as the court’s executive officer and will be responsible for the management of the Office of the Clerk and all non-judicial administrative support activities.
Among his duties will be planning and carrying out administrative and professional programs and policies; overseeing administrative activities related to civil and criminal appeals and oral argument sessions; developing and carrying out plans for the court’s outreach efforts; jointly developing, administering, and monitoring the court’s budget; and coordinating court security.

Mr. Lane has dedicated his education and career to judicial administration. He received his Bachelor of Arts in Criminal Justice in 1990 from California State University, Fullerton, and his Master of Science degree in Criminal Justice from CSU–Long Beach in 1994. Mr. Lane is a Certified Court Manager through the Institute for Court Management (ICM), and in 2004 became an ICM Fellow of the National Center for State Courts’ Institute for Court Management.
Mr. Lane has also worked extensively with the Administrative Office of the Courts, serving on multiple technology-related committees, as well as staff development and operational committees. Additionally, he has chaired and served on a variety of national committees involving court standards, technology, public relations, and policy development.
Mr. Lane is a native of Southern California and lives in La Mesa with his spouse, Jeffrey, an information technology analyst.
