Implementation Services for mySAP Public Sector
With the passage of California Assembly Bill 233 (AB 233) in January 1998, funding for the 58 California trial courts shifted for individual counties to the State of California. AB 233 also gave the Judicial Council of California and it's administrative body, the Administrative Office of the Courts (AOC), responsibility for financial oversight of the trial courts. One of the most important and immediate needs resulting from these new responsibilities is accurate and timely financial information for the Trial Courts.
Over the past three (3) years, the AOC's Finance and Information Services Divisions have developed a multi-phased project plan to aid the courts in the implementation of a new, centralized SAP financial system. To date, the AOC has developed Trial Court Financial Policies and Procedures, established an Internal Audit unit to help ensure that the procedures are followed, developed the general system design (Pre-Configured SAP Template), established an offsite Accounting Processing Center (APC) in Sacramento to provide transaction-processing services for the courts in lieu of their counties, and successfully implemented the centralized SAP financial system -- Court Accounting and Reporting System (CARS) -- to it's first Trial Court in December 2002.
A Request for Proposals (RFP) was issued on March 26, 2003. By this RFP, the AOC seeks proposals from certified SAP implementation firms with proven public sector experience in implementing mySAP for the Public Sector to continue implementation to continue implementation and rollout to the remaining 57 Trial Courts. The current rollout schedule anticipates completion within 5 years (July 2008). The scope of the work includes rolling out the Pre-Configured SAP Template (CARS); retrofitting any configuration or business process changes made in the future to prior Trial Court implementations; designing, configuring, testing, and implementing the Treasury and Fixed Assets modules; assist in the migration of CARS to the AOC's Technology Center (hosted data center); and provide some post-go live support for each Trial Court before this function is transitioned to the AOC's Technology Center.
A mandatory Vendor Conference and Workshop will be held at the AOC at 455 Golden Gate Avenue, San Francisco on Thursday, April 3, 2003 from 10:00am - 2:00pm at the Judicial Council Conference Center, 3rd floor, Catalina Room.
Proposals must be received no later than 3:00pm on Thursday, April 24, 2003, and include all required attachments. For further information regarding this RFP, please contact Melanie Hayden at melanie.hayden@jud.ca.gov or (415) 865-7425.
