Proposed prompt action by email between meetings under rule 10.75(o) to consider approving an update to the recommended allocations of Cycle 2 funding to courts related to the Remote Access to Court Proceedings (AB 716) budget change proposal (BCP). The funding will be used to further implement, support, and maintain remote access to courtroom proceedings as required by AB 716 by upgrading courtroom audio solutions to allow internet and telephonic remote access to courtroom proceedings.

Background

At their December 11 open meeting, the Technology Committee voted to recommend that the Judicial Council approve allocations to 16 of the 17 courts that applied for Cycle 2 funding related to the Remote Access to Court Proceedings (AB 716) budget change proposal (BCP). The committee then voted to approve one additional court in an action by email. One of the courts that applied for year 2 funding was misidentified. (Please see materials for updated list of court allocations.) Due to the need to take action within a short timeframe, the chair determined that a prompt action by email was necessary. 

Proposed Action

The committee will consider whether to recommend updating the direct allocations to include Ventura Superior Court for Cycle 2 funding to courts related to the Remote Access to Court Proceedings (AB 716) BCP instead of Yolo Superior Court, which opted out of the year 2 funding.

Proposed action by email between meetings under rule 10.75(o) to consider whether to amend the FY 2023-24 IT Modernization Funding Program list of approved projects to include the “Televic Conferencing System for Courtrooms” project submitted by Superior Court of San Francisco County. In accordance with California Rules of Court, rule 10.75(o)(1)(B), public notice is hereby given that the Judicial Council Technology Committee proposes to act by email between meetings on Wednesday, July 5 at 9:00 a.m.

Background
At its public meeting on June 20, 2023, the Technology Committee approved the IT Modernization Funding Program project list for Fiscal Year 2023-24 as recommended by the Information Technology Advisory Committee (ITAC). The relevant materials p. 5-12 included the program requirements, review process, and recommendations.

Included in the project list, the Superior Court of San Francisco County proposed a remote proceedings project entitled: Televic Conferencing System for Courtrooms that requests funding to update/modernize the microphone conferencing systems for one courtroom in each of two locations as a proof of concept. This project was not included in the recommendations provided by ITAC because it was unclear if the proposed solution aligned with branch standards/guidelines. However, at its meeting, Technology Committee members discussed this project at the request of the council CIO, Heather Pettit. Ms. Pettit confirmed the project’s alignment with program requirements and branchwide direction related to modernizing courtrooms to enable remote proceedings. Members concluded that this project should be included in the list of approved projects. Unfortunately, an amendment to the list of project recommendations was not included in the motion approved during the meeting. Due to lack of time and member availability, the Chair determined to vote by an action by email.   

Proposed Action
The committee will consider amending the FY 2023-24 IT Modernization Funding Program list of approved projects to include the “Televic Conferencing System for Courtrooms” project submitted by the Superior Court of San Francisco County.

Proposed action by email between meetings under rule 10.75(o) to consider approving the fiscal year 2023–2024 branch technology priorities. In accordance with California Rules of Court, rule 10.75(o)(1)(B), public notice is hereby given that the Judicial Council Technology Committee proposes to act by email between meetings on Friday, March 17 at 9:00 a.m.

Background
At its public meeting on March 3, 2023, the Technology Committee was provided an overview of local court technology priorities, discussed the relation to branch technology priorities, and discussed possible branch technology priorities for FY 2023–24 (see materials). At its public meeting on March 13, 2023, the Technology Committee was provided a list of proposed branch technology priorities to consider for FY 2023-24 (see materials). These priorities would be provided to courts in their application for IT Modernization funding this fiscal year. Due to lack of time and member availability during the public call, the chair determined to defer a vote to an action by email.

Proposed Action
The committee will consider whether to approve the proposed branch technology priorities for fiscal year 2023–24.
