Robert Oyung is the Judicial Council's Chief Operating Officer, directing the Operations and Programs Division.

Mr. Oyung took this role on December 1, 2017. Prior to that, he has served as the Judicial Council’s Chief Information Officer (CIO) since 2016, advancing the Judicial Council’s strategic and tactical technology plans for the judicial branch.

Prior to joining the Judicial Council, he served as CIO for the Superior Court of Santa Clara County since 2009. While in that role, Mr. Oyung also contributed to Judicial Council statewide technology initiatives. He was a member of the council’s Information Technology Advisory Committee from 2010 to 2016. In that role, Mr. Oyung sponsored the council’s Security Framework workstream to help courts protect their IT assets and co-sponsored the Case Management Request for Proposal process on behalf of the branch, which has been used by 30 of the 58 superior courts to acquire new case management systems.  He also was program manager for the Technology Planning Task Force, bringing together judicial officers and court professionals to establish a new collaboration model that produced the current strategic and tactical technology plans for the judicial branch.

In August of 2016, Mr. Oyung was recognized by the Judicial Council with its Distinguished Service Award.

Having earned a degree in computer science from UC Berkeley, Mr. Oyung has almost three decades of experience in the IT industry. Prior to beginning his public service with the judicial branch, he was a director of IT and senior research and development manager at Hewlett-Packard, leading global business transformation programs to implement new services and capabilities.

Mr. Oyung oversees operations for Appellate Court Services, Court Operations Services, Center for Families, Children & the Courts, Center for Judicial Education & Research, Criminal Justice Services, and Information Technology.
