The Judicial Council of California (the “JCC”) established in 1926, is authorized by the California Constitution as the policymaking body and administrative manager of California’s judicial Branch.

The JCC on behalf of the Superior Courts of California seeks to enter into multiple leveraged procurement agreements, also referred to as “Master Agreements”, with suitable vendors to license and implement a new case management systems (CMS) to replace existing legacy systems with a fully integrated and developed CMS solution that will be able to interface with a court’s e-filing service provider and document management system.

In particular, the RFP seeks proposals for a state-of-the-art CMS, which includes design of the CMS and all requirements for infrastructure to implement and support the CMS solution, including implementation/deployment services, training, and hardware, network and desktop assessment to ensure adequate desktop and network infrastructure is in place, and ongoing application maintenance and support of the CMS.

The RFP is requesting detailed pricing for an initial eight courts that seek funding to replace their case management systems and costs for different size courts that may elect to use a Master Agreement that may be awarded as a result of this RFP. Additionally, this RFP is asking for pricing on Software as a Service (SaaS) case management system hosting option if offered by the vendor.   

Responses to this RFP will be evaluated in accordance with the evaluation criteria and methodology outlined in the RFP, including Attachment 1 (Administrative Rules Governing RFPs). The JCC intends to award multiple Master Agreements for an initial 5-year term and one-3-year option to renew and an additional 2-year option to renew, for a potential contract term of 10 years.

Key Dates and Deadlines

  • A mandatory proposers’ conference will be held via conference call at 2:00 (PDT) on September 29, 2017.
  • Questions regarding this RFP should be directed to TCSolicitation@jud.ca.gov and must be received by 3:00 p.m. (PDT) on October 4, 2017.
  • Proposals must be received by October 23, 2017, no later than 3:00 p.m. (PDT)
