RFP Number:   CFCC-2023-53-DM

Judicial Council of California. The Judicial Council of California (JCC), chaired by the Chief Justice of California, is the chief policy making agency of the California judicial system. The California Constitution directs the JCC to improve the administration of justice by surveying judicial business, recommending improvements to the courts, and making recommendations annually to the Governor and the Legislature. The JCC also adopts rules for court administration, practice, and procedure, and performs other functions prescribed by law. The JCC staff assists both the council and its chair in performing their duties.

The comprehensive conservatorship study, mandated by Assembly Bill 1194 and revised by Assembly Bill 1756, requires a review of conservatorship casefiles. The JCC is responsible to submit a comprehensive study of conservatorship casefile review, data analysis, and recommendations to the legislature no later than January 1, 2027.

The Judicial Council seeks the services of a service provider with expertise in quantitative and qualitative evaluation, statistical analysis, court file review, public policy, and conservatorship.

Questions should be directed to solicitations@jud.ca.gov and must be received no later than 1:00 pm Pacific Time, October 30, 2023.

Proposals must be received by the Judicial Council no later than 1:00 pm, Pacific Time, November 17, 2023
